Default Special terms and conditions

I'm running into a few offers with terms and conditions that say:

CONTEXTUAL PUBLISHERS - If you want to use Contextual popups, please direct your traffic to your server first for a 720x300 banner and, only after the user has clicked on it, direct it to the landing page.
Does this mean we can't go direct to the offer, so we must build a landing page on our site? Or does this not apply to us?

I've only noticed it on a few Neverblue offers. Not sure if other networks have this.

Yeah it means you host it and burn your bandwidth instead of theirs. Some direct track networks are allocated a specific amount of bandwidth each month and if they go over, they pay an extra fee. With this type of traffic, they could easily go over and maybe the fee is too steep for them.
