Question A Simple Question B4 Starting

1. When I target URLs for my campaign, my "creative" (am I using the right word here?) shows up whenever someone on that traffic network visits the URL... right?

What about keywords? When I target keywords, when do my creatives show up? Is it when they do a search in Google? Or is it any search engine?

2. Whats the difference between CPV and PPV? Can they be used interchangeably? The site where I would run my campaigns on, is that called a PPV or a CPV network?

3. I was watching a few videos on the resources page, and saw how we could use quantcast.com to do some research on other websites and where they get their traffic from. But what if that particular website owner has block out info to the public (like in my case now)? I don't mean to sound unethical, but what's the best spy tool out there that we could use to do some friendly competitor research?

Thanks in advance guys!

1.
url: right
keyword: basically you can name the chain of strings either url or keyword, but these adwares look for these strings in the address bar. Example:
your target url: carswithtwo-wheels.com; your keyword: two wheel drive cars sale.

2.
same animal (car vs auto)

3.
i think the cpvden's partner site (paid membership) has this kind of tool
