Default PPV traffic too low

Well this is my second campaign that I've tried with Leadimpact.
On this one, I have 456 URL's. About 300 of them are sub 100k alexa sites.
Still, this is giving me only 10 "clicks" per hour.
I spent tons of time going through hand selecting every possible url.

Is this what you guys seem to experience or is it because it is a finance niche with "intelligent people" who may not download the toolbar?

Should I promote offers through ppv with the under 25 demographic who are looking for free stuff or what?

Should I just start using one of the below sites to get traffic & not concentrate on ppv so much? I don't want to spend so much time building campaigns to not get enough traffic

If so, which have you used and have success with?

add more urls and keywords + use scraper...but traffic volume is one thing and ROI is another one

What types of URL's are you targeting?

Targeting 'domain.com' is good but domain.com/folder/etc.html won't get as much traffic always.

Beware that when targeting 'domain.com', no doubts it send you a lot of traffic but some case it burns off your money very very fast. Because I have targeted 'amazon.com' where I have 1475 clicks but zero conversion. Even though I promoting email submit on giveaway Ipad. I'm running off url domain targeting on Ipad. Any suggestions on comments?

try to use 'domain.com ipad' keyword

Yeah, your URLs might just be too small or focused. I guarantee there is traffic if you select the right keywords. You also need to bid in the top spot to get the most traffic of course.
