Default DCPV - Pop-under or Pop-Over?

The reason why I ask this is because my ROI is around 400% on DCPV and is around 150% on MediaTraffic on the exact same campaigns.

I'm hoping I have something mixed up so my ROI can increase like DCPV because a lot of traffic comes from Media Traffic.

I have MediaTraffic as "Pop-Over". Is DirectCPV "Pop-under"??

I love my nylons / tights / pantyhose with or without panties, but if I wear panties with them, I wear them over, not under.
